CAPES evaluates Postgraduate programs in Brazil. This evaluation drives thestrategies adopted by the direction of Brazilian postgraduate programs, althoughCAPES system doesnât explicit the use of any traditional strategic planning approach inits system. Moreover, this system doesnât explicit the use of approaches developed forqualitative variables evaluation. Present work proposes an original approach that isable to integrate a strategic planning method (SWOT) and a multicritério decision aidmethod (ELECTRE TRI) to CAPES evaluationâs system. An experimental application ofthe proposal is either presented in this work.
