PUBLIC TRANSPARENCY AND LOCAL COMMISSIONS AND COUNCILS: A REFERENCE CASE AND PROPOSAL FOR WEBSITE CONTENT

Abstract

We present partial results of ongoing research on the institutional conditions for public governance and participatory democracy in municipalities with the funding from the Brazilian federal government. Specifically, we present the profile and website content of municipal councils from a reference municipality website selected among a sampling of 29 municipalities of Brazil. The theoretical framework deals with the conceptualization of terms such as e-government, public accountability and governance, serving as a basis for analyzing the results and it contributes in the form of a proposed structure for content on municipal councils to be provided by municipalities. Adopting a qualitative research method of content analysis technique and the use of thematic categorization, data were collected in 2009 and, then, classified on its content items of websites. For a reference of quality, among the sites visited, it was selected the municipality of Juiz de Fora, in Minas Gerais, based on  the breadth of the scope of and accessibility to information available on its municipal councils, but without focusing on other criteria of quality of information on the its updating,  frequency, validity or aesthetic presentation of its communication. As a result of the research, a basic structure for content of websites on municipal commissions is proposed, with recommendations with the purpose to highlight the possibilities of local councilors and public authorities for the use of information technology aimed at social control and public transparency.
